Contract Specialist

Provide course descriptions as necessary. Basic Requirement for Contracting Series (1102):
A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:
GS-11:
Applicants must have one year of specialized experience equivalent to at least the GS-09 level. Examples of specialized experience are:
Evaluated bids or offers to determine responsiveness and offers capacity to perform/comply with contract clauses; made inspections to ensure contractor's compliance of contract provisions; recommended approval or disapproval of progress payments, special payments on fixed-price contracts, requests for overtime, proposed subcontractors, and other special requests. OR Successful completion of three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Graduate education in one or a combination of the following fields is required:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR An appropriate combination of graduate level education and specialized experience as described above. Only graduate education in excess of the requirement for obtaining a master's degree may be used to meet this requirement. Selective Placement Factor(s):
Applicants must possess a current FAC-C Level I or DAWIA Level I. GS-12:
Applicants must have one year of specialized experience equivalent to at least the GS-11 level. Examples of specialized experience are:
Performing formal contract advertisement, award and administration for which sources may not be readily available, and evaluating offers, including contract negotiation and price analysis. There is no education equivalent for the specialized experience requirement described above for the GS-12 grade level. Selective Placement Factor(s):
Applicants must possess a current FAC-C Level I or DAWIA Level I. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
